The Mixed-Member Proportional System
The number of votes garnered by the contesting teams will be proportionally reflected in the number of seats won by the contesting teams.
The Ballot Paper Layout
The contesting candidates will not contest for a particular post but will contest as a team. Voters will vote for their preferred set of eleven candidates being pushed forward by the various teams and could opt to vote for members of different teams. The voters will mark with an “X” next to their preferential.
Election
The Electoral Commission will organize the elections and the students will cast their votes and choose their preferred candidates.
The Counting System
The counting system will work on the same procedures used in the present system. After the number of votes casted is summed up, the total number of votes is divided by the number of posts to be filled. This will set the minimum threshold for a party to elect a candidate to KSU. However, the overall votes derived are multiplied by the percentage obtained by the contesting teams to reflect the number of seats to be allocated to that team.
Who will be what?
When the number of posts to be filled by each party is derived, the candidates who successfully manage to bring the most votes will fill the seat won by the contesting team. The top four candidates who successfully manage to garner the most votes will be automatically be elected to the post of President, Vice-President, Secretary General and Treasurer. An internal election amongst the eleven candidates elected will be held in order to determine who will fill the other posts as stipulated by the KSU statute.
A Fairer Representation
This system will eliminate the inefficiencies caused by the first-past-the-post and will result in a fairer representation. Adopting a more proportional representative system will surely enhance democracy and will allow for wider participation. This system being put forward intends to fully represent the voters’ intentions and eliminates the “waste” factor
